After the events of City of Broken Dreams 2 - Payback Time, Benito Guerro decides to follow the path he started with taking out The Joker, “fighting crime instead of commiting it” (direct quote from both films). To do that, he assumes the personality and name of “The Shady Avenger” to protect his girlfriend and partner, Lucia Guerro, and his private life from possible revenge.

The movie starts with a monologue where the Shady Avenger explains who he is and what he is up to, and then a flashback to the events before (see City of Broken Dreams 2 - Payback Time). The flashback concludes with him opening an office as private investigator which is blown up by criminals almost immediately, that's where the film really starts: Howard Pacone going to the countryside and train to become the Shady Avenger.
He comes home to Los Santos just in time to watch a report on the tv news about a certain Jack Napier attacking the Humane Labs. Napier gets heavily injured in the process and if from then on forced to wear a mask, becoming The Masked Marauder, the Avenger's new nemesis.
After a series of terror attacks in Los Santos, Lucia Guerro finally manages to track down the culprit, which is none other than the Masked Marauder, and the Shady Avenger sets out to get him.
But as he fails catching his nemesis at Paleto Bay, he decides, to first find out what that's all about, so he breaks into Humane Labs, which he finds empty, while Lucia contacts a police officer for further information. Putting the pieces together, they find out, that Humane Labs had performed illegal experiments on people, and that this is the reason why Jack Napier, former employee of Humane Labs, now is up to destroy it completely.
The intention doesn't justify the means, anyway, so the Shady Avenger stays on Jack's tracks. Especially, as after Lucia and Howard leak the info about Humane Labs to the FIB and media, and an official investigation is started, the Masked Marauder still refuses to let go, hacks the tv signal and sends a message that he is going to destroy the buildings of the labs, just to be sure.
When Lucia gets a warning from the police officer per E-mail, that the Masked Marauder is going to steal a cargobob with a nuclear bomb from Fort Zancudo, it's time for the Shady Avenger to close the file by shooting down that cargobob.

• The machinima tries to capture the look and feel of the classic film noir.

• The machinima lacks any information as to when and why Benito Guerro changes his name back to Howard Pacone. Although it's quite simple: As all information about him has been deleted at the end of City of Broken Dreams 2 - Payback Time, Howard Pacone completely ceased to exist for the law enforcement. Of course he changed his name anyway, as he can delete files, but not memories of law enforcement agents. But now, as he is the Shady Avenger, he works with them, so all he's done as Howard is kind of forgotten, and he can use his real name again.
