City of Broken Dreams is the first “real machinima” of the series. It introduces the main characters, Howard Pacone and The Joker.

Upon arriving in Los Santos, Howard Pacone takes up a job at Richman Mansion as a bar keeper. He soon gets bored and leaves, drunkenly causing a lot of trouble and getting fired.
Meanwhile, The Joker learns, that a prosecutor is after him for tax evasion and a meeting with his lawyer is set up on the beach.
Howard Pacone got his new job exactly on the same beach, gets into a quarrel there, and the guy he kills is the lawyer. This causes the Joker to pay attention to that new guy in town.
He therefore sends an E-Mail to Howard Pacone, ordering him to retrieve the evidence the prosecutor has against him, telling him, that if he succeeds, they will be quits, if not, Howard is going to die.
Howard does the deed, but it turns out, the Joker isn't finished with him yet, despite what he said in his mail earlier. He gets ordered to recover some drugs for him, which is in fact a setup by the Joker to get Howard killed. But he manages to get the job done without being killed, which leads to the Joker betraying him: He orders Howard to rob a bank, while telling the police to wait for Howard there.
The machinima ends with Howard being arrested.
